HousingWorks RI at Roger Williams University has named Annette Bourne as their Research and Policy Director. She succeeds Jessica Cigna, the organization’s former Research and Policy Director.

Bourne has served as the Training Manager for Grow Smart RI, where her responsibilities included the administration of its municipal training program, including the development and planning of various training topics related to land-use. In addition, she served as point of contact for the award-winning Land Use Training Collaborative. 

In her new role, Bourne will continue some of her Grow Smart RI training responsibilities and work on joint projects with Grow Smart RI and HousingWorks. 

Prior to joining Grow Smart RI, Bourne spent almost 10 years at Rhode Island Housing in positions, including Technical Assistance Coordinator, Assistant Director of the Policy Division and Manager of Grants and Research. She was the technical liaison to municipalities regarding the planning of low- and moderate-income housing and related housing research. 

She also oversaw the federal grants providing foreclosure assistance.

Before coming to Rhode Island, Bourne managed the home ownership program of a Vermont Community Land Trust, with offices in Springfield and Bellows Falls, Vermont, providing education and counseling to first-time home buyers. She also served as the program coordinator for Harvard’s Joint Center for Housing Studies in Cambridge, MA.

Bourne holds a Bachelor of Arts in political science from Boston University and earned a Master of Liberal Arts with a concentration in government from the Harvard University Extension School. In addition, she is an alumna of the 2007 Gamma II Class of Leadership Rhode Island.
