In the rankings released on Tuesday, only West Virginia, Maine, Hawaii, and Alaska are ranked worse.
The best states, according to CNBC? Virginia, North Carolina, Utah, and Texas, in that order.

Rhode Island’s best grade? A “B-“ for “Life, Health, & Inclusion.”
It received failing grades for cost of doing business, cost of living, and access to capital; it got a “D” for infrastructure — and “D+” for the economy.
While RI rose to #46 after being last ranked #50, the most improved state was Maryland.
