Smart Benefits: The All-Payer Claims Database Will Capture it All

In May, the Rhode Island Department of Health launched the All-Payer Claims Database (APCD) in collaboration with the Office of the Health Insurance Commissioner, the Health Benefits Exchanges, and the Executive Office of Health and Human Services.

The database will include medical and pharmacy claims, provider and product information, and enrollee eligibility data provided by the state’s health insurers and administrators starting this month. This actionable data will then be used to: compare healthcare utilization, cost, and trends identify opportunities for quality improvement and inform consumers

All data collected will be anonymous, meaning that personal information will be removed. And once the information is transferred to the database, it will be protected according to the highest industry standards for privacy and security, including HIPAA.

While the carriers are required to submit the information to APCD, those who choose can opt out of the database at any time via wwww.riapcd-optout.com or by calling RI-REACH, toll-free at 1-855-747-3224. Each adult participant who wants to opt out must call.

Rhode Island is one of several states in the country who have turned to an APCD program to develop a single, comprehensive database that provides a complete picture about the quality, cost, efficiency, and access of the state’s healthcare delivery system. APCD expects to generate its first aggregate reports by next fall or early winter that will include information such as the overall costs of health care, comparative costs of different categories of medical and disease treatments, and unexpected costs that need to be addressed.
