UPDATED: ProCAP to File for Receivership

The Providence Community Action Program will file for receivership, the agency's spokesman Bill Fischer confirmed this morning.

The board of directors held an emergency meeting Wednesday to vote in favor of the measure.

Last month, the taxpayer-funded nonprofit currently under investigation by the federal government suspended executive director Frank Corbishley after Mayor Angel Taveras said an audit revealed "staggering mismanagement" within the department.

Thomas Hemmendinger will serve as ProCAP's temporary receiver.

According to Fischer, ProCAP owes about $2.2 million and had been using funds that were supposed to go to assistance programs to pay for payroll.

"They were robbing Peter to pay Paul," Fischer said.
