City Picks New Deputy Police Chief

Major Hugh T. Clements Jr. will succeed Paul Kennedy as the Providence Police Department's next Deputy Chief, Mayor Angel Taveras announced yesterday.

He will be promoted in a private ceremony with Mayor Angel Taveras within the next few weeks. Clements, who is currently in charge of the Uniform Division — the largest division in the Department — will vacate the Major position without replacement; his position will be eliminated from the department's staff structure as part of a cost-saving consolidation plan.

"With more than twenty-six years of exemplary service on the force, I have every confidence that Major Clements will serve the Department and the citizens of Providence with honor and distinction," said Providence Police Chief Dean Esserman. "This was a very tough decisions among four excellent candidates who are all well-respected by the rank-and-file and the community we serve."

Major Clements has split his career between the Patrol Bureau and Investigative Division. The majority of his years were spent in the Detective Bureau investigating major crimes, moving up the ranks as a Detective, Sergeant, Lieutenant, and Captain. He has served in the Investigative Division's Narcotics Unit and was the first District Commander of District 5 when Chief Esserman implemented a community policing model in 2003.

"I am humbled to be chosen to serve as Deputy Chief and grateful for the opportunity to lead the great men and women of the Providence Police Department in this new role," Clements said. "I am fully committed to upholding the laws of the City of Providence and doing all I can to make our community safer and stronger.

Clements is married with two daughters, ages 12 and 19.
