EDITORIAL: The House Passed the Stupidest and Most Insulting Bill - Maybe Ever

At a time when there is almost collective agreement that our police and fire departments should reflect the community in which they serve, the Rhode Island House of Representatives recently passed legislation sponsored by Rep. David A. Bennett “to eliminate requirements that firefighters or police officers in Rhode Island live within the state.”

This legislation is, at best, misguided on three levels. First, it is protectionist for a select group of union employees.

Second, it sends the wrong message. It says that it is not important to live in the community that you work in and take a check from. Heck, it does not even matter if you live in Rhode Island - just grab the money and run.

Third, Representative Bennett said in a press release that he issued that the legislation is intended to expand the pool of candidates for public safety jobs, and to ensure that the "most qualified applicants available can be hired.”

Clearly, Representative Bennett thinks Rhode Islanders are unqualified for the jobs that they fund.

It seems almost impossible that such legislation would even be considered. Are we not aware that Rhode Island’s economy is ranked last or near last in nearly every ranking and many Rhode Islanders are under-employed?

Specifically, the legislation (2017-H 5351) prohibits municipal charters and ordinances from requiring that police officers and firefighters live in the state. Existing law already forbids requirements that they live within the town or city where they work.

To Bennett and his cosponsors Rep. Kenneth A. Marshall (D-Dist. 68, Bristol, Warren) and Rep. Dennis M. Canario (D-Dist. 71, Portsmouth, Tiverton, Little Compton) and a similar bill sponsored by Sen. Frank S. Lombardi (D-Dist. 26, Cranston) who introduced identical legislation (2017-S 0512), congratulations. The four of have authored the dumbest, most pandering, most anti-Rhode Islander legislation.

Maybe Bennett should be a state representative in Massachusetts.
