Elorza Administration Tries to Silence City Council on Muksian's Firing

Muksian is out as Director of Administration
According to a confidential memo, Providence City Solicitor Jeff Dana is trying to limit members of the City Council from speaking out about recently "resigned" Providence Director of Administration Robin Muksian.

As GoLocal reported, Mayor Jorge Elorza asked Muksian for her resignation after she tried to place the daughter of a personal friend in the position of administrator of the Board of Licenses. The woman did not have the minimum requirements for the position nor the regulatory or administrative experience, had not completed her undergraduate degree, and was from out of state.

The memo was sent by City Council Chief of Staff to the entire City Council and staff. It reads:

Dear Council Members and Council Staff:

I just received a call from Jeff Dana regarding Robin [Muksian's] departure. He shared that the city is the process of entering into a separation agreement with Robin that includes a standard non-disparagement clause. 

I know that nobody on this email chain would have anything disparaging to say about Robin, but Jeff did ask me to reach out and remind everyone that if you make a public comment about her tenure, to please keep it brief, non-specific and along the lines of, "we appreciate her service and wish her the best of luck."

Council Not Agreeing

In an interview with GoLocalProv on Thursday, City Council President Luis Aponte said, "While we understand the separation was abrupt, we have not been briefed on the reason and we will not be bound by any unilateral agreement. Moreover, any agreement would need to be reviewed and approved by the Council."

As GoLocal reported earlier this week:

Robin Muksian, the Director of Administration for the City of Providence, is resigning amidst allegations that she pushed forth an unqualified candidate to be the new Board of Licenses Administrator, due to her personal relationship with the candidate's family.  

On March 9, the Elorza Administration submitted Tashi Hamilton, a Massachusetts resident, as their candidate to replace outgoing license administrator Serena Conley, but the Providence City Council rejected the nomination last Thursday, questioning why the city would support a candidate who didn't meet the minimum qualifications, including having a bachelor's degree, which Hamilton does not have.  

GoLocal noted Hamilton had no Rhode Island ties in a recent article, Providence Board of Licenses Under Fire Again, on March 14. 

A GoLocal investigation Muksian's Facebook page shows both an extensive social media relationship with Stephen Hamilton, father of Tashi Hamilton, and acknowledgement that Muksian bought a horse from Stephen Hamilton. Muksian did not respond to request for comment as to her relationship with Hamilton on Monday.
