Former Board of Licenses Chair Harris Takes Aim at Current Chair Pichardo in Blog

Current Board of Licenses board member Johanna Harris — who previously served as Board Chair — has taken to her blog, Providence Rules, to increasingly question both the board and political performance of her colleague and current Board Chair, State Senator Juan Pichardo. 

Harris, who is openly supporting Pichardo’s opponent Ana Quezada in the upcoming Democratic primary for District Two in Providence, has posted such entries as "The Mysterious LLC of Juan Pichardo," "Where in the State House is Juan Pichardo?," and "Juan Pichardo’s Dubious Bookkeeping," to name a few.  

The controversial Harris has been at the center of Board of Licenses controversy before, when she was the subject of an ethics complaint by $3 Bar lawyer Peter Petrarca (who currently represents the Vault, among other clients) in 2014; the Ethics Commission eventually ruled in favor of Harris in 2015

Pichardo did not respond to inquiry on Monday.

“The most egregious thing I've discovered after months of work is that CTE Synergy, the company [Pichardo] lists as his employment and refers to himself as a small entrepreneur, is part of a larger company that’s been accused of being a pyramid scheme,” said Harris, referring to the connection she said she made between Pichardo and the travel company World Ventures. “I’d like to know who he's signed up to work for it, if they're making any money.”

“Then I found [pictures] of Pichardo taken the time of the key votes [at the General Assembly],” said Harris. “He’s missed 24 regular meetings of the [licenses] board since he's been chair, since last May or June.  As for his Senate seat, Common Cause just put out their report card of who voted on key ethics legislation, and he had the lowest rating of any Senator.”

In all of her posts, Harris discloses her support of Pichardo’s primary opponent, Quezada.

“I’m writing a piece right now about the conflicts about someone being a State Senator and being [Board Chair]. The state’s looked at that dynamic before  - it's been viewed of as inherent conflict of interest before,” said Harris. “And who’s giving [Pichardo] money connected to the Board?  He doesn’t list his aggregate expenditures on his campaign finance forms. He’s not required to, but other politicians do. If you have a small business in his district, you'd be crazy not to give him money. It's a terrible conflict."
