GoLocal Investigation Leads to Reforms on $3.6M Commerce Deal with CA “Slumlord”

An ongoing investigation into a $3.6 million deal between the RI Commerce Corporation and California developer Lance Robbins has led to major reforms in the agreement with the state placing an oversight structure to monitor Robbins and his operation.

GoLocal has learned that the new oversight structure will establish three independent mediators to track and handle complaints against Robbins. Robbins is developing an apartment phase as an addition to his Hope Artiste Village project in Pawtucket.

The three mediators will be former Chief Legal Counsel to the Rhode Island State Police Lisa Holley, retired Superior Court Judge Frank Darigan, and Providence attorney Jennifer Cervenka.

Now, Robbins is facing new accusations in California. A series of articles in the Los Angeles Times claims that Robbin is transforming rent-stabilized units into a de facto hotel in Venice Beach. 

“Renters used to occupy all of the Ellison’s 57 rent-stabilized units. Now, about 12 of them are left, holdouts in a building cited by the city of Los Angeles for an illegal hotel operation. (The building’s owner, Lance Robbins, is vigorously contesting the complaint," reported the Times in August.

Robbins is also under fire in Los Angles for another property. “Housing activists also alleged at the news conference that Lance Robbins, who lost his state license as a real estate broker a decade ago after being repeatedly convicted for city building code violations, had business ties to the building. A group of apartments that includes the Hollywood building is among the "other projects" listed on the website of Urban Smart Growth, a real estate development and management company that identifies Robbins as its principal and manager,” reported the Los Angeles Times.

“Robbins, an attorney, said in a phone interview that it had been many years since he had faced the charges cited by activists, which he called ‘politically motivated.’ He said he did not own the Cherokee Avenue building, but declined to say whether he had a connection to the company listed as the owner or to the building management,” according to the LA Times.

According to Robbin’s company’s website, Robbins markets the Los Angles property and the name of the controversial apartment complex is Artiste Apartments.

New State Oversight Over Robbins

In September 2016, GoLocal reported that Governor Raimondo and Commerce voted to provide Urban Smart Growth — run by Robbins — up to a maximum of $3,569,657 in Rebuild Rhode Island Tax Credits.

However, one of the top advocacy lawyers in the country, Lauren Saunders, told GoLocalProv.com after Commerce approved the funding that, “Robbins was one of the most dishonest and unscrupulous people I have come across in my career working for vulnerable tenants and consumers. I cannot imagine entrusting any (public) money to him.”

Saunders, who is Associate Director of the National Consumer Law Center in Washington, DC, had battled with Robbins when she represented tenants in Los Angeles, CA where Robbins operated before relocating to Rhode Island.

In Rhode Island, Robbins has been widely criticized by a number of his former workers and tenants.
