House Finance Budget Passed - What Is In and What Is Out, Blistering Defeat for Raimondo

The budget passed by the Rhode Island House Finance Committee late Friday night looks nothing like the budget proposed by Governor Gina Raimondo in February.

Nearly every Raimondo initiative was slashed or dramatically pared back.

The total FY2020 budget is $9.96 billion— $4.75 billion is from general revenues.

Raimondo's budget was widely criticized both in Rhode Island and nationally, even by the Wall Street Journal.

The Wall Street Journal was once a booster of Raimondo’s pension reform efforts, but Raimondo’s proposed new policies were harshly criticized by America's leading business publication.

“Another reality is her Medicaid tax would discourage businesses from hiring low-income workers and prompt many to shift jobs to other states or automate work where possible. Employers won’t know whether their workers enroll in Medicaid until they get the state’s tax bill, and some can’t afford to provide even low- or no-cost plans,” wrote the Wall Street Journal.

Now, in the House Finance budget -- the Medicaid tax is one of the many Raimondo proposals that is out. 

The budget has some twists and turns. Marijuana compassion centers are being expanded from three to nine and the additional centers will pay a licensing fee of $500,000 -- a total of $3 million in new revenue. 

The budget also has some surprises -- it addresses both the 195 Commission expanded powers and the transformation of the University of Rhode Island's governance, both stand-alone pieces of legislation now contained in the budget.

Speaker of the House Nick Mattiello -- who said those measures were included because they "pertain to economic development -- said he is "especially proud" of this budget.

Senate President Dominick Ruggerio praised the House Finance budget, which now goes to the full House floor for a vote next week -- before it is transferred to the Senate for a vote. 

“I am pleased that so many of the Senate’s priorities have been included in the budget the House Finance Committee took up this evening. Among those priorities are funding for pre-kindergarten programs, free RIPTA bus passes for low-income elderly and disabled, the opioid stewardship program, hospitals, and expansion of Rebuild RI to include historic projects," said Ruggerio.

"We also worked hard to ensure less reliance on scoops and one-time revenue sources. We look forward to continuing to work collaboratively with the House on the budget and many other priorities in the closing weeks of the legislative session.”

Governor Raimondo's spokesman Josh Block refused to comment on the budget.
