Legislative Leaders Call for Raimondo to Halt $3.6M to Developer Robbins

Who's got Raimondo in their sights for awarding the tax credits?
Rhode Island legislative leaders are calling on Governor Gina Raimondo and the Rhode Island Commerce Corporation to halt the $3.6 million in state tax credits awarded last week to controversial developer Lance Robbins.

A GoLocal investigation found that Robbins had come under scrutiny in California due to reported slumlord accusations, and has been the subject of lawsuits in North Carolina and Connecticut. This week, former tenants of Hope Artiste Village in Pawtucket have come forward with their stories of failed businesses and financial ruin. 

On Monday, Representative Mike Chippendale, Vice Chairman of the House Oversight Committee, called for Raimondo and Commerce to halt the $3.6 million in tax credits recently awarded to Robbins.

“You have to question every move [Raimondo] makes with a great amount of caution. We’re seeing fit to give $3.6M that would otherwise be revenues and we're giving to a millionaire,” said Republican Chippendale in an interview with GoLocal.  “Let's not forget - [Commerce] wants to talk about safeguards. The language of the legal document for 38 Studios required a third party monitoring firm, which they never did. What makes us think if they couldn’t monitor $75M, how can we trust they’ll monitor $3.6 million? None of this adds up. It’s got too many holes in it.”

Representative Patricia Serpa, the Democratic Chair of the House Oversight Committee, said Monday that she agreed with Chippendale.

“I read [Representative Chippendale’s] press release with interest,” said Serpa. “I agree in calling for a halt."

Serpa cited separation of powers constraints on the Oversight Committee, as well as the fact the Assembly is out of session and members are in political battles, as reason she thought the Assembly should discuss how to look at the issue in the upcoming legislative session.

“We’re asking people to vote on ethics reform [in November] so I don't think we can violate what we ask people to vote on,” said Serpa of the Assembly’s limited role in overseeing Commerce. “But when we reconvene in January, can we look at steps or recommendations on the face of it? It does seem like a poor decision or not particularly well-thought out, but again, we're not privy to the inner workings of Commerce.”

“But I agree with Rep. Chip, I wish they would take a step back,” said Serpa. 

Pawtucket Rep on the Record

Pawtucket State Representative Carlos Tobon, who is in his freshman term in District 58, said that the issue for him, of Robbins, Urban Smart Growth, and their developments in his district, is “personal.”

"Commerce took over a year to award the first round of these [RebuildRI] tax credits, and then they do them with an organization we’d like to think they did their due diligence," said Tobon. "I take it personally — it’s my district, I’ve seen [USG] not be forthcoming and do what they said they’d do."

"When [Robbins] came in ten years ago, he got state and federal tax assistance," said Tobon. "He accrued a million dollar (tax) liability between two struggling cities. His way of 'figuring out a way to make it work' was a 'too big to fail approach.' This unscrupulous approach of the owner showed that they have very little respect for the taxpayer."

Tobon referenced some of the businesses that didn't survice -- Rosinhas, Bread Lab, and Blaze

"And then Blaze. He destroyed what was a perfectly good business on Hope Street, and there’s no remorse — not for Phyllis, not Rosinha, Bread Lab," said Tobon. "It was their efforts that got people to go [to Hope Artiste Village], now that [USG] owns the restaurant in that spot."

"Look, I’m supportive of Commerce as a whole. They’re doing what they need to do for the state, and there will be some blunders," said Tobon. "But I just don’t trust one dime to USG.  They sat on [Paramount] land banking it — and now if we’re lucky we’ll get some sort of flea market there."
