New: Group Calls for Rep. Williams Resignation from John Hope Settlement House Board

A new group has formed to "address the mismanagement and lack of effective leadership at John Hope Settlement House" -- and is calling for the resignation of Board Chair Representative Anastasia Williams.

GoLocal reported that the most recent Executive Director Taino Palermo was recently ousted and replaced with former discredited ProCAP head Frank Corbishley -- and that Palermo had alerted board members prior to questions of political and financial misconduct by Williams.

Community Group Demanding Action

Concerned Citizens for John Hope Settlement House said it has "recently formed a committee of community residents and leaders that have come together in the wake of the recent events at John Hope Settlement House (JHSH").

Through a statement released by community organizer Chace Baptista, the group is calling for Williams' resignation.  Additionally, the group is requesting the appointment of a newly constituted interim board. A certified letter was sent by the group to Williams on Thursday, September 4, along with an email, with a request that Williams resign by 5:00 PM, Friday September 5.

Williams "failure to respond to the request or refusing to resign, will force Concerned Citizens for John Hope to initiate the next step in their demand for ethical, effective and transparent leadership at John Hope Settlement House. This includes seeking legal representation to explore the more serious allegations of misconduct as well as any mismanagement by the board as a collective entity. Several of the more egregious allegations were presented yesterday to Ms. Williams and the current JHSH Board of Directors," said the group.

Violations Alleged

Rep. Williams resignation from the John Hope Settlement House board is being called for by a new group.
The group has said it "determined the prompt action was need as it has come to the Concerned Citizens for John Hope attention, that Representative Williams has violated several John Hope Settlement House’s Board Bylaws, Code of Ethics and Conduct Policies. According to the JHSH Code of Ethics and Conduct Policy, Williams and each board member agreed to affirm these policies and uphold its principles and obligations by accepting and retaining membership on the board."

The group cited the following instances as violations of JHSH Code of Ethics and Conduct Policy:

Sec. 1. Members of the board of directors will conduct the business affairs of JHSH in good faith and with honesty, integrity, due diligence, and reasonable competence.

Sec. 4. Members of the board of directors will exercise proper authority and good judgment in their dealings with association staff, suppliers, and the general public and will respond to the needs of the association's members in a responsible, respectful, and professional manner.

Sec. 8.The board of directors dedicates itself to leading by example in serving the needs of the corporation and its members and also representing the interests and ideals of JHSH to the community at large.

Sec 10. The board of directors must act at all times in the best interests of the corporation and not for personal or third party gain or financial enrichment.

Proposed Plan

The Concerned Citizens for John Hope Settlement House put forth the following plan of action on Friday

* Remove JHSH's current Board Chair and State House Representative, Anastasia Williams as well as remove the existing board members and install an interim board of directors.

* Invalidate the installation of Frank Corbishley to any role of leadership or authority at JHSH

* Rehire recently fired interim Executive Director

* Establish an Interim Board of Directors whose responsibility will be to recruit board members for a permanent board and create bylaws before interim board is dissolved. The permanent board will be made up of a diverse group of residents with strong skills in grant writing, finance, community relations and additional skills needed to create an successful and reliable board

* Once the permanent board is established, the first order of business is to complete a formal search for an Executive Director ensuring that the job is posted locally through First Source first considering John Hope Settlement House receives CDBG funding, thus making it a requirement through the First Source Ordinance to post the position.
