On 6-5-20 at approximately 22 50hrs, while many providence Police Officers, State Police and national Guard personnel were stationed throughout the downtown and city of Providence during the BLM Protest, City Hall security Ptlmn Joe Iannucci observed on the city hall surveillance video monitor that 2 white subjects covered in black, with black rag/hoodie, black mask, and black clothing, each with black string bag (backpack) appeared on video at the corner of Fulton St and Eddy St.

The subject that appeared to be a female and smaller then the 2nd subject bent down and spray painted on the Providence City Hall building the graffiti of "ACAB" (All Cops Are Bastards). While the smaller of the 2 subjects who appeared to be a female bent down, the 2nd subject who appeared to be a male was bent over her while she spray painted. It should be noted that they were the only 2 subjects seen on Dorrance St from Weybosset to Fulton St. Cpt San Lucas left the unrelated carstop and observed the subjects go into the front porch area of 77 Dorrance St and observed the male subject, later ided as a Michael J DaCruz dob 9-6-85 take out a set of keys and start open the lock that closed the back door to the restaurant Fortnight (79 Dorrance St).

Cpt san Lucas observed that both subjects had blk clothing, mask and rags over their head and were carrying blk string handled backpack (cinch bag). The Dacruz subject appeared nervous when Cpt San Lucas approached and his hands were shaking as he opened the lock to the backdoor of the restaurant. The Dacruz subject spontaneously stated "I'm just putting my stuff in my business" (indicating he was the owner of the Restaurant Fortnight).  Police observed the cinch bag Dacruz was carrying to have the outline of cans. Both subjects were stopped with responding back up officers and Ptlmn Iannucci arrived on scene and stated, those are the subjects I saw on the video. An inventory of dacruz cinch bag contained -1 jar of white gel-suspected flammable unknown item, 6 pieces of chalk, 1 lime green hat with the saying "National Lawyers Guild Legal Observer,' 3 cans of spray paint (2 blk, 1 green), 1 bike lock, 1 pair of grey jeans w belt, 1 blk tshirt, 1 bottle opener, 1 - 2 page pamphlet indicating "Beyond Allies- Effective and principled Solidarity in the Fight Against White Supremacy", and 1 Blk Thermos w water.

The female subject was ided as Heather Jackson dob 8-20-82 and her string bag (cinch bag) contained 13 handouts depicting a burning building with the words " A new World From Ashes of the Old", 1 "Fuck White Supremacy" sign, 1 handout indicating "What they can't do with Torches, They do with Badges; What they can't do with Badges, they do with Torches" with a silhouette depicting a police officer's shadow turning into someone with a Torch , 1 pain mask with filters, 5 assorted chalk sticks, 1 blk marker, 1 can of blk spray paint, 1 water thermos, 1 pink marker, 1 sponge, 1 blk rag, 1 Jar of an unknown white gel -(suspected to be flammable), 1 plastic bag w 4 earplugs.
