NEW: ProvPlan Embezzlement Controversy Expands -- McGuigan Resigns

The leadership at ProvPlan won't say a word, and the Rhode Island State Police just learned of the resignation of ProvPlan's Executive Director on Tuesday, while conducting an embezzlement investigation into a former top employee. 

ProvPlan Executive Director Pat McGuigan stepped down on Tuesday, following the recent firing and current RISP investigation of former ProvPlan Finance Director, Charles Denno. 

McGuigan made $159,301 in base compensation and benefits in 2013, according to ProvPlan's most recent 990 filing.

Jim Berson, who recently was President and CEO of the Greater Providence YMCA, will serve as interim director.  

Berson did not respond to request for comment on Tuesday.  David Preston with PR-firm New Harbor Group sent out the statement (below) on behalf of ProvPlan.

Latest at Providence Non-Profit

The move marks the latest development since former Finance Director Denno was fired in July, and is now being investigated by the RISP. 

RISP Detective Commander Major Joseph Philbin told GoLocalProv.com he only learned Tuesday that McGuigan resigned. 

"All I can confirm at this point is that there is an investigation into Denno," Philbin told GoLocal. 

The Providence Plan (TPP) is a private, non-profit 501(c)3 corporation founded in 1992 and charged with the mission of developing a comprehensive plan for the revitalization of Providence.

The board is chaired by Richard Spies, the former executive vice president for planning and senior advisor to the president at Brown University. According to ProvPlan's recent 990, Spies spends 2 hours a week overseeing ProvPlan as Chair of the Board. 

Spies did not respond to request for comment on Tuesday; City of Providence Chief of Staff Nicole Pollock, who is listed as a ProvPlan board member, did not returne a phone call. 

Statement Released

Major Philbin with the Rhode Island State Police, told GoLocal that he learned of McGuigan's resignation on Tuesday.
The following statement was sent by Preston on Tuesday:

The Providence Plan announced today that effective immediately Jim Berson will assume the role of interim executive director.  Patrick McGuigan has resigned effective yesterday. 

“I want to thank Pat for his passion, and his long and tireless efforts to build the Providence Plan and its four program areas into the community assets that they are today,” said Richard Spies, chairman of the board at the Providence Plan.  “Thanks to Pat, The Providence Plan has made a real impact in Providence, and in Rhode Island, for more than 20 years.”

“In Jim Berson, we have a leader with the financial experience we need to meet and overcome the kind of challenges we are facing today,” he added.

Berson, who until recently served as President and CEO of the Greater Providence YMCA, brings a diverse set of skills formed from over 25 years of executive experience. A community advocate and leader, Berson has held a variety of government, nonprofit and business community roles all while serving professionally in the nonprofit community.  During his tenure at the Greater Providence YMCA his focus on increasing efficiencies resulted in a $1.1 million improvement in bottom line results over two years.

“The Providence Plan has a great reputation in our community for delivering results to people who rely on it for help,” Berson said.  “I’m looking forward to working with the board and the staff to continue that work and continue to serve Providence, and all of Rhode Island.”
