“This was a brazen act of violence that took the life of a young man,” said Cranston Police Colonel Michael Winquist.  “Our detectives acted quickly to identify and apprehend the suspect, and we will continue to work diligently to bring all those involved to justice."

About Incident

Cranston Police said that at approximately 9:20 AM on on Monday, August 11, officers responded to reports of a male lying unresponsive in the parking lot of the apartment complex.

Upon arrival, officers said they located the victim, later identified as Eduardo Loran Colon, age 16, of Providence, suffering from an apparent gunshot wound to the upper chest. The Cranston Fire Department pronounced him deceased at the scene.

Police said that preliminary investigation and surveillance footage revealed that the shooting occurred at approximately 2:53 am during an altercation involving three individuals in the complex’s parking lot.

According to police, during the confrontation, Monteiro allegedly "produced a firearm and fired multiple rounds at the victim at close range before fleeing the scene in a silver Hyundai Elantra."

Police said the suspect and victim, along with a third party, arrived at the apartment complex in a stolen car, and that they exited wearing black clothing and masks, and appeared to be preparing to break into a vehicle when the suspect produced a handgun and shot the victim.

Investigation and Arrest

Cranston Police detectives said they recovered several pieces of evidence, including multiple .40 caliber shell casings, bullet fragments, and surveillance video capturing the incident.

Two vehicles involved in the investigation were seized as evidence according to Cranston Police Detectives, who said they "worked closely with several partner agencies, including the Providence Police, Cranston Police, Fall River Police, and the Rhode Island Attorney General’s Office" during the investigation.

Cranston Police said an arrest warrant for murder was signed Monday night, and that the suspect was tracked to Fuller Street in Dorchester, Massachusetts where the Rhode Island State Police Violent Fugitive Task Force, the U.S. Marshal’s Service, Massachusetts State Police along with the Boston Police Department took him suspect into custody.

The stolen vehicle used by the suspect to travel to the Pocasset Village Apartments was recovered in Providence Monday night, and a search warrant is being executed at the Fuller Street address in Dorchester to search for other evidence, said police.

Monteiro is currently being held in the state of Massachusetts as a fugitive from justice and the RI Attorney General’s Office will be moving forward with extradition proceedings to face one count of first-degree murder.

"Our thoughts are with this young man’s family as they deal with a tragic loss. I also wish to thank our partner law enforcement agencies  for their assistance in the investigation and safe apprehension of the suspect," said Winquist.
