Pawtucket Looking at Possible Criminal Intent Over Ethics Allegations Released

Pawtucket City Hall is in the midst of controversy following materials released involving the Mayor -- and City Hall is looking into it.
The City of Pawtucket's Director of Administration said Monday that they are looking into the contents of materials circulating regarding pay raises of a tenant of Mayor Donald Grebien, who is a municipal employee -- not for any potential ethics violation involving the Mayor, but rather if there was criminal intent contained in the release of the documents. 

"Typically, we get stuff like that all the time," said Pawtucket Director of Administration Tony Pires.  "It was my understanding that they sent it [to the State Ethics Commission I learned that some members of the council got it.  I didn't see it as much ado about anything.  Then maybe a few weeks ago it was sent to the police department -- the issue didn't, until that point of time, hit me as being anything problematic."

"There were a couple of things when I took a second look at -- the allegations -- not so much from the ethics standpoint, but there were some things that led me to believe that there were issues I needed to take a look at," said Pires. 

"So I was concerned -- not about the accusation, that stands on its own," said Pires. "The person is a tenant, the Mayor leases to him. There were certain circumstances that someone was trying to send a personnel matters -- one could read that it could be coercive in nature."

"So not knowing the fine line between ethics [allegations] and criminality, with regards to the motive, we have to make tough decisions," said Pires. "Not filling positions, terminations, tough in union negotiations.  The information wasn't [regarding] elected officials, it has to do with normal business activities.  As I began to look at some specific information, it was sending a message, was what I was concerned about."

"I'm in the process of talking to an attorney.  But that has nothing to do with the allegations," said Pires. "That's a matter for the Mayor and his resources to address, so I don't give advice in that regard.  Mine has more to do with the motives of that letter, and I need to see if my concerns have merit."

On Sunday, Grebien told GoLocal that he was not pursuing action with the Ethics Commission, but that he was letting Pires and the city's investigation handle the allegations.
