Providence Board of Canvassers Rules Against Carnevale, Bell and Mattiello Applaud Decision

The twisted case of Rep. John Carnevale took yet another turn Thursday when the Providence Board of Canvassers ruled that the former disabled Providence Police officer was ineligible to run for re-election.

Both Speaker Nicholas Mattiello and GOP Chairman voiced support for the decision.

“They reached the right result after courageous Providence Police Lieutenant had the integrity to testify. It may not be over but this is a win for good government,” Bell told GoLocal.

Bell originally filed the complaint challenging Carnevale’s residency.

Speaker Mattiello told GoLocal, “As I stated earlier this week, I believe Rep.Carnevale's actions were unacceptable and I made it clear he would not be part of my leadership team going forward. The Board of Canvassers has made a decision in the public's best interest that should not be appealed.”

What’s Next?

It is unclear what Carnevale will do next. He could seek Court action or could seek relief from the Secretary of State. Previously, RI’s Nellie Gorbea has said she would not place Carnevale on the ballot unless instructed to do so. It is unclear how Gorbea rendered the decision or whom she was referencing.

Questions over Carnevale’s residency were initially reported by WPRI-12. GoLocal has reported concerns about a House candidate in North Providence. 

GoLocal reported:

A candidate running for the Rhode Island House of Representatives in North Providence has claimed a homestead exemption at his North Providence address for the past eight years — but voting records show that he voted in Johnston between 2006 and 2012. 

Tax records show that Democrat Bill Deware, who is running against Democratic incumbent William O’Brien in District 54, has had a property in his name in North Providence where he has gotten a homestead exemption since 2008.

Voting records show however that Deware voted in Johnston between 2006 and 2012, and only began voting in North Providence in 2014.  

A homestead exemption is reserved for those homeowners that live on the premises. In 2010, GoLocal reported that then-gubernatorial candidate Lincoln Chafee had 11 motor vehicles registered in Exeter, a homestead exemption in Providence, and a declaration of residency in Warwick —which Operation Clean Government deemed “not appropriate."

Tough Challenge

As GoLocal exclusively reported in late June, Carnevale faces a tough challenge from community activist Lisa Scorpio.

Embattled Rhode Island House Finance Vice-Chair John Carnevale will be facing a primary challenge this election season by long-time community activist Lisa Scorpio.

A Providence School Department administrative Executive Assistant and recent Leadership RI alum, Scorpio is looking to beat Carnevale in District 13, running as a Progressive Democrat. 

"I was asked by a number of different groups, and I'm going to run with RI Progressives," said Scorpio. "I believe that we need more control on large capacity weapons, stricter gun laws. I've been very active in the community, this is a natural progression."
