Ray Rickman: 13 Who Made a Difference in RI in 2013

A constant presence in the 2013 Davey Lopes pool debate: Councilman Ray Rickman.
A force to be reckoned with for decades in Rhode Island politics, Rickman once again asserted his position of prominence as elder statesman when the issue of pool closings heated up in a very hot summer in Rhode Island.

The former State Representative and Deputy Secretary of State -- and former president of the Rhode Island Black Heritage Society, Rickman has been the quintessential power player in RI for decades. An outspoken proponent of gay marriage and opponent of nuclear energy, Rickman this year was a constant presence -- and vocal critic of the Taveras' administration's decision to close the Davey Lopes pool in South Providence.

With a mission to create a new generation of swimmers in the African American Rhode Island community, Rickman took the helm of the Swim Empowerment movement in the city which released a report, "Removing Barriers to Swimming Proficiency in the Rhode Island African American Community," which identified the long history of the modern swimming disparity -- noting that African American children drown at rate of three times their white counterparts, and 70% of African Americans don't know how to swim. Rickman's Swim Empowerment wants to teach 3,000 Rhode Islanders to swim every year, for each of the ten next years.

During the Davey Lopes battle, Rickman put his money where his mouth is -- Rickman in July issued a fundraising challenge to Mayor Taveras to re-open the pool. "I've heard that it would cost $40,000. I will personally write the first $1000 check to kick-off the fundraising," said Rickman, addressing the funding issue.

While the pool remained closed throughout the summer, supporters fended off city orders to fill it in. A special commission has been established by the City Council in conjunction with the Mayor's office to look at the issues surrounding swim instruction and public pools in the city.

Look for Rickman to be front and center in pool debates in 2014. The issue -- and Rickman -- are not going away anytime soon.
