RI Dept. of Health Warned Providence Days Before Pools Closed

A report obtained by GoLocal shows that the Rhode Island Department of Health (DOH) recommended closure of a Providence public pool days before the city shut down all of the pools, with no announcement, last month.

Moreover, a staff member for the DOH has since acknowledged that pool paint "rubbing off on swimmers' bodies" was well-known by the rec centers prior to the closures. 

A report from the Department of Health on August 12 obtained by GoLocal noted issues with the Alamagno pool at Neutaconkanut Rec Center that day - and recommended immediate closure of the pool.

The City of Providence only acknowledged the sudden pool closures after GoLocal was first to report on Wednesday August 19 that the pools had been shut down during a heat wave. 

Email Points to Paint

DOH Supervising Engineer Doris Aschman with the Office of Drinking Water Quality wrote in an email obtained by GoLocal that paint issues were reported prior to pool closures. 

"I have spoken with the operators of the Almagno Pool and the Davey Lopes Pool," wrote Aschman in an email dated September 2. "Both stated that there was a problem with the pool interior paint this year.  It turned chalky and would rub off on the swimmers bodies if they came into contact with the walls.  It seemed to be worse at the Almagno pool than at Davey Lopes.  This may account for the cloudiness experienced on 8/12/15."

The city has maintained that "calcium calcification" from heavy rains  -- not infrastructure issues -- was the reason for the closures.

Providence City Councilman Kevin Jackson has called for an investigation into what happened; former State Representative and pools activist Ray Rickman said he would be meeting with Mayor Elorza about what took place. 

"This is very sad, and unacceptable," said Rickman on Wednesday.
