Patient Says PT Assistant “Unprofessionally” Touched Her - He Has Now Surrendered His License

This week, Thomas Carter, who had been licensed as a Physical Therapist Assistant in the state, signed a consent order with the Rhode Island Department of Health (RIDOH) to “immediately cease and desist from practicing and/or representing himself as a licensed Physical Therapist Assistant in the State of Rhode Island.”

About Case
According to RIDOH, on April 10, 2023, it received notice that during an interaction with a female patient, Carter “had touched her breast in an unprofessional manner.”
“The responded neither admits to, nor denies, the allegations,” according to the terms of Carter’s voluntary surrender of his license, which he has held since 2015.
Carter waived his right to a hearing before the board.
He is eligible to petition the board for reinstatement after 18 months.
