RI Judge Barred School Committee Candidate From Threatening or Contacting Superintendent

Superintendent Kathleen Crowley filed the motion in October 2016 accusing then-school employee Frank Fogarty — who is running this year for School Committee in Ward 3— of threatening and harassing behavior towards school employees.
Specifically, the complaint accused Fogarty of:

* Harassing emails
* Physical damage to vehicle, cut [hole] in school department truck
* Stalking
* Confrontational
* Cut cross-symbol into school property lawn.
On October 21, 2016, Associated Justice Kristin Rodgers granted a Temporary Restraining Order, in which Fogarty was restrained from “interfering with, molesting, harassing, threatening, annoying or contacting the Plaintiff [Crowley] in any manner, directly or indirectly.”
According to court records, a subsequent preliminary injunction was heard — and denied.
2020 in Focus
Fogarty on his campaign page writes, “I’m for the kids, because I’m with the kids — let’s make a difference.”
“I love being available for the kids! Outside of East Providence I've dedicated much of my life to helping children in sports and in life,” write Fogarty.
“I’ve proudly been a volunteer for the RI Special Olympics for two decades, and have invested my heart into kids with disabilities," he adds. "I want to make East Providence a better place.”
Fogarty did not respond to media requests on Thursday.
Crowley — who was named Rhode Island Superintendent of the Year for 2020 — said she could “not comment” when reached on Thursday.
“It’s a personnel matter,” she said.
Fogarty faces Jennie Azanero for the Ward 3 seat on the School Committee.
