The Court wrote in its eight-page ruling, “If a federally imposed eviction moratorium is to continue, Congress must specifically authorize it.”

Nationally, approximately $5.1 billion of the $46.5 billion in aid had been disbursed by the end of July.
In Rhode Island, just over $16 million of the $200 million awarded to the state has been paid out. Less than 25% of those who have opened applications have received payment and it is believed that thousands of Rhode Islanders are yet to have applied due to a lack of awareness of the program.
The Rhode Island program has been plagued by a series of problems including the technology rollout.
