Don Roach: Voters, Not Legislators, Should Approve More RI Tolls

This past weekend I drove down 95 through the state of Delaware. A state just a little larger than our own. The size of our two states aren’t that significant to the story, but what is significant is that I paid a toll on the “Delaware Turnpike”. Delaware Turnpike is in quotes due to the fact that the turnpike is literally 13.68 miles according to Wikipedia. Guess how much the toll is for the “Turnpike” it was $4.

Thirteen point six eight miles cost me $4 and I don’t recall crossing over any bridges. That got me thinking about our toll situation here in Rhode Island. 

I have been an ardent advocate against tolls. I don’t like highway tolls. We pay enough already in taxes and excuse me if I don’t trust our General Assembly to 1) estimate toll revenue and 2) use it wisely whatever revenues come in. Call me cynical, paranoid, or probably more accurately call me wise but the Rhode Island government hasn’t shown a propensity to make wise decisions with our money (ahem, 38 Studios).

So during my 13 minute drive through Delaware I wondered if tolls could assist our infrastructure funding problems or just be another source of revenue wasted by our Democrat-led legislature. Well, if we ask Representative Costa, she believes that we the voters should answer the question. 

Power to the People, right?

I can’t argue against putting the question to voters. I believe that questions that will fundamentally change the way we do business or significantly burden taxpayers, voters should have the opportunity to vote on such questions. Unless I’m mistaken, we only have a couple of tolled bridges in the state but otherwise are toll-free  so any additional tolls is a big deal. 

I agree with Costa that making such a change and potentially looking for more dollars via a bond, should necessitate weigh in from voters. In recent memory, we have seen the folly of our executive and legislative branches, what is the harm in giving the voting public an opportunity to decide if we would like tolls in our state similar to what Delaware is doing on its 13 mile turnpike?

Perhaps tolls aren’t so bad.

As I mentioned earlier, I’m not a fan of tolls. I think of them as a way “the man” sticks it to the little guy (and the multi-axle guy/gal) just to milk us all for more money. That’s probably not the way tolls really are, but my skepticism runs deep especially because I grew up off exit 2 of the NJ Turnpike (longer than 13.68 miles if you were wondering) and had to pay tolls coming and going on my way to Brown. Tolls just seemed superfluous if people paid other taxes. Revenues from those streams should cover infrastructure costs was my thought.

But I’m becoming more open to the idea of paying tolls in Rhode Island. It’s hard for me to imagine I just typed that, but our roads and bridges are in bad shape, really bad shape. And if we can earmark toll revenues to actual infrastructure work, then I think I’m on board to pay a toll on 95. I know that’s not necessarily on the table right now, but if it cost say 2-4 dollars to take a stroll on 95 and that money would go to upgrade the states roads and bridges,  I say let’s do it!

Again, my concern is with our incompetent legislature using toll revenue to stop-gap other budget holes defeating the purpose. But that’s why I think the question should be put to the people where we are provided the full details on the current and any future proposals. Give the taxpayers of Rhode Island the option to choose if they’re willing to pay a toll to get back significantly better infrastructure.
