When former Rhode Island Speaker of the House Gordon Fox's office was historically raided in March, the future of the Rhode Island General Assembly was immediately uncertain. The Speaker of the House is arguably the most powerful position in the state, and Fox, who had been Speaker since 2010, resigned his top post the following day amidst the tumult.  

The battle quickly ensued between Mattiello, the Majority Leader since 2010, and Representative Michael Marcello, with Mattiello ultimately assembling the votes needed to win the coup.  It was clear from the outset that Mattiello was the choice of the business community, a decidedly more conservative Democrat than his predecessor (suddenly the consideration of marijuana legalization quickly seemed a much more unlikely prospect on the new Speaker).  

Mattiello withstood fierce opposition from members of the General Assembly to not repay the 38 Studios bonds, and was able to usher through a cut in the corporate income tax and changes to the estate tax that garnered praise by some -- but not all -- in the business community.

Mattiello once again got the support needed to retain his post as Speaker in November, at the Democratic Caucus where he pledged to continue his focus on improving the economy by cutting the corporate tax rate from 9% to 7% - the lowest in New England. 

“I will be giving strong consideration to exempting Social Security and other retirement benefits from the state income tax,” said Mattiello. “The bill is being drafted and several members have already spoken to me about sponsoring it. We are going to address the issue this year.”

Mattiello also expressed an interest evaluating tax exemption and tax credit to help sustain and attract businesses to the area.
