Meet the candidates this election year. GoLocal is featuring the candidates for General Assembly, those running for Mayor in cities across the state, and the Congressional candidates. This feature allows each candidate the opportunity to express their views on the issues. 

Meet candidate Evan Shanley. He is running for State Rep in District 24 as a Democrat.

1.  What do you think is the biggest political issue this campaign season in Rhode Island?

The biggest political issue this campaign season is the economy, and specifically jobs.  Rhode Island lags behind other New England states in job creation, especially the good middle class jobs that our economy needs to thrive.  In the past, politicians have been too quick to chase pie-in-the-sky solutions, like the 38 Studios mess.  We’ll never attract new business or retain the ones we have by throwing money at the problem.  Instead, we need to find ways to support the companies that have already chosen Rhode Island for its colleges and universities, environment, and culture by streamlining regulations, cutting taxes on small business, and targeting infrastructure improvements in ways that make doing business here profitable.
 
2.  What do we need to do to improve Rhode Island's economy? 

To improve Rhode Island’s economy we need to restore confidence in our elected officials, and to do that we need ethics reform.  The parade of disgraced politicians creates the impression that to be successful here you need to ‘know a guy.’  We’ve taken some good steps in this direction, like eliminating the master lever, but we need to do more.  I strongly support passage of Question 2, which would strengthen the Ethics Commission.   One area I’d address is politicians who don’t pay their ethics fines.   If elected, I’ll introduce legislation that requires lawmakers to pay their fines or have their pay docked.  We should require all public officials to report their delinquent taxes, so that they’re not using the State treasury for a personal loan.  I’d also try to build on our successes.  Rhode Island recently became the first state to develop Off Shore Wind technology and could become "the" leader regionally on clean energy, which could create thousands of new good paying.  We should continue to invest in early learning so our students have a strong educational foundation.  And we should invest in our public universities and colleges to make higher ed more affordable.

3.  What is the greatest challenge facing Rhode Island as a state?

We have a number of challenges, but one that leaps to mind is the inefficient structure of municipal government.  Its past time to seriously address consolidation of municipal functions, like purchasing, legal services, and other aspects of administration.  Efficiencies here could be redirected to public safety, education, and facilities maintenance and improvement. 

4.  Why are you running for office? What makes you uniquely qualified? 

Warwick is my home. I attended public school at Cedar Hill, Winman and Tollgate.  I returned to the neighborhood after graduating from Providence College and Catholic University law school, and bought a house just four blocks from where I grew up.  My wife and I are starting a family here.  Three generations of my family have lived here, and they’ve all served the community in different ways.  This is how I want to serve. 

5.  Who is your inspiration?

My grandfather, Joseph Shanley, lived in Warwick almost all his life.  He was a WW II veteran, and with his wife Elaine helped raise five children.  He started a successful advertising agency, Duffy and Shanley, and devoted his retirement to serving others - volunteering for community organizations, senior centers, and St. Gregory’s church. He was a great listener, generous, compassionate, a devoted father, husband, grandfather and friend. He taught me to always treat others with respect and consideration.  And he could make anyone smile.
