Narragansett Bay Commission Receives National Award

For the twenty-fourth consecutive year, the Narragansett Bay Commission (NBC) has received the prestigious Distinguished Budget Presentation Award from the Government Finance Officers Association (GFOA) for its fiscal year 2026 budget.

“We are very proud to have again attained this significant achievement,” said NBC Chairman Vincent Mesolella. “The commitment of our staff and our Board of Commissioners to the highest level of fiscal performance, coupled with our impressive environmental record, has earned the NBC a national reputation for excellence that we deeply value and work tirelessly to uphold.”

This award is the highest form of recognition in governmental budgeting. In addition to the overall budget award, the NBC received special recognition for its Capital Program Budget.

With the completion of fiscal year 2025, the NBC marked its thirty-fourth year under budget. In addition, the Standard & Poor’s Rating Service reaffirmed its AA- rating and the Kroll Bond Agency reaffirmed its AA rating for the NBC. The agency is currently constructing the final phase of its Combined Sewer Overflow Project, the most important clean water project in Rhode Island.

About the Award:

GFOA established the Distinguished Budget Presentation Awards Program in 1984 to encourage and assist state and local governments to prepare budget documents of the very highest quality that reflect both the guidelines established by the National Advisory Council on State and Local Budgeting and the GFOA's best practices on budgeting and then to recognize individual governments that succeed in achieving that goal. To earn recognition, budget documents must meet program criteria and excel as a policy document, financial plan, operations guide, and communication tool.
