First Look at the House Budget - What is in and What is Out

Raimondo is threatening to veto the budget if her college funding program is not included
GoLocalProv.com has learned that Governor Gina Raimondo and legislative leaders battled to nearly midnight on Wednesday in closed meetings and have not resolved two key issues in the proposed 2018 Budget.

Despite massive cuts to social service programs being included in the 2018 budget, which are needed to close the $140 million plus shortfall, Raimondo is demanding the her college program — RI Promise — be funded. 

The Raimondo proposal has come under fire for a number of issues including having no means testing, i.e., the state’s most wealthy could take up the majority of the proposed $30 million program.

The second issue of contention is proposed cuts to RI Commerce. The agency has been criticized by former Governor Lincoln Chafee as being a “candy store” for out-of-state corporate interests.

Legislative leaders are looking for significant cuts at Commerce. Raimondo is threatening to veto the budget if her college program is not included and proposed cuts to Commerce are not restored.

"Cuts to the budget are deep and will be felt widely," one State House source told GoLocal early on Thursday morning.

 

Financial Issues that look to be resolved:

 

  • PawSox proposed stadium is pushed off to a potential fall legislative session.
  • Superman Building subsidies could be considered in the fall if a concrete project is identified.
  • Legalization of marijuana will be considered in a study commission. But, on Wednesday pro-legalization advocates announced that would not participate in a commission and blasted the delay.
