Multimillion-Dollar Rhode Island Healthcare Organization Is “Downsizing”
The organization is Integrated Healthcare Partners, and its CEO has left.
Rebecca Plonsky Babigian had led the not-for-profit organization since 2020.

She refused to answer questions about the financial health of the organization.
Some of the employees' emails and phone numbers no longer function, and the organization's main email box no longer functions.
Peter Bancroft, who is the President and CEO WellOne, serves as the chair of the board of Integrated Healthcare, but did not respond to repeated requests for comments.
Alison Croke, President and CEO of Wood River Health and Vice Chair of the board of Integrated Healthcare, when asked if Integrated Healthcare was closing, said, “Not exactly. Downsizing," and then refused to answer any additional questions.
Integrated Healthcare Claims It Serves 29,000 Individuals
The agency is a conduit for Medicaid funding. The Rhode Island Executive Office of Health and Human Services (EOHHS) receives funding from the federal government to implement and sustain an Accountable Entity (AE) program for the Rhode Island Medicaid-enrolled population.
Integrated Healthcare is one of six AEs in Rhode Island that participate in the Medicaid AE Program. The program was designed under Governor Gina Raimondo’s administration and has been carried on by Governor Dan McKee.
In an interview with Ocean State Stories, Babigian said in August of 2024, “What it means is we receive funding for 29,000 Medicaid-covered [individuals]."
"We have been able to enhance services provided to these patients while outperforming predicted cost growth trends and maintaining quality," she added.
But just nine months later, the organization is in upheaval.
This "downsizing" at Integrated Healthcare is happening before any of the proposed federal Medicaid cuts have taken place.
According to the four most recent publicly facing 990 IRS filings Integrated Healthcare received more than $20 million in funding and 98% was government-funded.
From 2020 to 2023, Integrated Healthcare reported the following revenue:

It is not known what assets remain in the organization.

This is just the latest upheaval in the Rhode Island healthcare industry.
