NEW: 15 Arrested in Kennedy Plaza Drug Sweep; Providence Refuses to Address Panhandling

Fifteen individuals have been arrested in and around Kennedy Plaza in an undercover sting operation - and the City of Providence has said it will continue to not adhere to the anti-panhandling ordinance, despite opposition.

Providence Mayor Jorge Elorza was joined by Public Safety Commissioner Steven Pare to announce the results of a two-month long effort to "combat street level drug dealing in Kennedy Plaza and the surrounding area."

The press conference, which was attended by two dozen public safety officials and community members, did not address the issue of panhandling, which the city had held a closed-door meeting on two weeks ago. 

"As we strive to be safer and more welcoming for all of our residents and visitors, we have to address those who are involved in illicit activity and those who pose a threat to residents and visitors alike," said Elorza.

Pare said the city would not be addressing panhandling unless it became "aggressive." 

"Panhandling is legal, so by standing in an open space and asking for a donation is legal, and we will not be doing anything because it's been deemed a legal right.  Panhandling has nothing do with this.  This is illegal behavior and selling of drugs

Pare noted that if the panhandling escalated, then the city would take action. 

"That that is illegal," said Pare. "If someone feels intimidated by someone asking for a donation, [who] is blocking the street and pathways, we need to know about it.  That will not be tolerated."
