NEW: Center for Freedom and Prosperity Report Card Gives RI Failing Grade

The Rhode Island Center for Freedom and Prosperity has given Rhode Island failing grades in its 3rd annual Report Card on RI Competitiveness.

The Center, a non-partisan public party think tank, gave Rhode Island a grade of D or F in all 10 major categories and 41 out of 52 sub-categories, based on national indices, and looks at such categories as such as tax burden, business climate, education, energy, and infrastructure.

In the major categories, Rhode Island got an "F" in two, and "D" in the eight others. In the sub-categories, the state graded out at: 26 "F"s, 15 "D"s, 9 "C"s, 1 "B", and 1 "A".

The report takes into account rankings from 2013, and does not measure legislation from the 2014 General Assembly session. 

"We're stuck in a horse trading revenue neutral game.  Every time we do something good, we do something more bad," said Center CEO MIke Stenhouse. 

The Center pointed out that as compared with last year's 2013 Report Card, the state further sank toward the "bottom of the class".

    * Worse letter-grades in (12) sub-categories, with better grades in (7)
    * Lower national or regional rankings in (25) sub-categories, with higher rankings in (24)
    * Worse letter-grades in (2) major categories, with better grades in (2)
