$3 Bar Lawyer Files Ethics Complaint Against Board of Licenses' Harris

"Harris has been doing doing HR work for the city of Providence, which wasn't fully disclosed," said Petrarca. "According to email records, she began the work in March, and billed for the work in May. The terms of the contract weren't made available to the public at the time, and this hasn't been disclosed, which is an ethics violation."
Petrarca said that the complaint wasn't filed on behalf of any clients. "This was filed by me, in my capacity as a lawyer," said Petrarca.

"When a person drops off a complaint, we have three working days to review before we accept it for filing. Until we take that final step, until that happens, we can neither confirm nor deny if a complaint has been dropped off," said Jason Gramitt, Staff Attorney. "It's for an internal review before we stamp or file -- it can take three days, two days, or one. At that point, then we can say something."
Mayor Angel Taveras appointed Harris, an attorney, to serve as a member of the city's Board of Licenses in January 2014, prior to approval by the City Council.
The five-member Board of Licenses hears applications and violations regarding more than 8,000 licenses issued by the City of Providence every year, including nightlife operations, liquor licenses and food dispensing. The License Board office is assigned two police officers that conduct inspections of liquor licensed establishments and oversees two civilian inspectors for enforcement of all other licenses.
