New Report—City Can Save $29M in Teachers Contract

A new report issued yesterday pinpoints how Providence can save between 5 and 10 percent of the value of the teachers contract.

The report identifies ways the city could conceivably cut a total of about $29.2 million. Those recommendations include:

■ Reducing the number of sick days as the term of a teacher’s service increases.
■ Lowering the per diem rate for long-term substitute teachers to $125 a day.
■ Paying laid off teachers who become substitutes at the same rate as other substitutes.
■ Changing how the sick day bonus is calculated.
■ Have flexible opening times for schools, allowing the district to utilize buses more efficiently.
■ Limit post-retirement health benefits for teachers.

With those changes, the district can save $29.2 million and still increase salaries by 5.5 percent, 2 percent, and 2 percent over the three-year term of the next contract.

If the city decides to forego the pay raises it could save $19.3 annually—nearly 10 percent of the value of the contract.

The report was issued by the education subcommittee of the Providence Finance Committee. Councilman Sam Zurier chaired the subcommittee.
