Providence City Council Credit Card Use Suspended

Credit card access used by staff of the Providence City Council has been suspended pending a review, GoLocal has learned. 

After repeated questions to the City of Providence, Marc Boyd, spokesperson for Council President Rachel Miller, admitted this week there is a "pause." 

"The City Treasurer put a temporary pause on the newly issued credit card to review usage, after which usage may continue in accordance with the credit card policy," said Boyd.

Both the City Council office and the Mayor’s office refuse to provide additional information. 

GoLocal requested a copy of an internal audit on the use of the credit cards and was told by Boyd, “There isn't an audit report.”

 

According to the City of Providence’s credit card policy:

Objective: To establish and maintain proper controls for the use of City of Providence credit card(s).

Description : The City seeks to make available 2 credit cards for emergency and limited purchases. Credit card user will be authorized by the City Controller and the City Treasurer on a limited basis with the understanding that it will be used solely as a last resort for purchases that can only be paid for by credit card due to emergency, or vendor requirement. All credit card purchases must be covered by a Purchase Order and fall into the pre-approved use categories.

Procedure :

Step 1. Ensure that credit card is the only possible method of payment.

Step 2. Ensure that there is an open Purchase Order for your purchases

Step 3. Meet with Controller to determine pre-approved uses

Step 4. Credit Card will be issued to employee to be used at their discretion

Step 5. Within 48 hours of every purchase, fill out and submit the City Credit Card Expense Form , including a picture of your receipt.

Step 6. Credit Card Expense Reports will be used to allocate charges to appropriate departmental funds and will be reconciled to the charges listed in monthly credit card statements to ensure that all transactions have been reported.
