Raimondo Brings on Smiley as Third Chief of Staff in 2 Years - Will it Work?

Providence Chief Operating Officer Brett Smiley is joining Rhode Island Governor Gina Raimondo’s office as Chief of Staff a year and a half into her tenure — making him the third person in the role since Raimondo took office in January 2015. 

Former Maryland Governor Martin O’Malley staffer Stephen Neuman was first in the position in the Raimondo Administration; longtime Rhode Island political operative David Cruise has been managing the post since Neuman’s departure.

“It’s a great pick-up by the Governor,” said former Providence Mayor Joe Paolino on Sunday, of brining Smiley on board. “People might know Smiley ran for Mayor, but some people won’t remember he came here to run Charlie Fogarty’s run for Governor in 2006, against Don Carcieri — and and he almost won.”

“By Smiley being Chief of Staff, he could help position the [Raimondo] administration for re-election. That’s how he came into Rhode Island,” said Paolino. “Besides working well with the Governor, he’ll do well with the staff, and he can put her into a good position for reelection by putting together the right team.”

Departing Providence for State

Smiley assumes the role of Chief of Staff following Rhode Island being ranked 50th for business climate nationally in the most recent CNBC rankings.

The last place position comes after the revelation in April that Raimondo’s approval ratings had plummeted, according to a Brown University poll. 

“It's not a complete negative, losing him to Providence,” said Providence City Council President Luis Aponte on Sunday. “Getting someone into the Governor’s office who understands the challenges of the capital city is a good thing. Of all the places he could have ended up, that's good for us.”

Former Providence City Council President and Interim Mayor John Lombardi, who currently serves a State Representative in the Rhode Island General Assembly, said that he believed that Smiley was equipped for the new state level position, base on his reputation. 

“I haven’t interacted with [Smiley] that much, but from what I hear, he’s well received in the business community,” said Lombardi. “He’s the one they talk about when it comes to working with the city.”
