RI State Police Arrest 50 People Over Memorial Day Weekend

Jarvis Williams was one of 50 people arrested over the holiday weekend.
Rhode Island State Police arrested 50 people over Memorial Day Weekend, including nine charged with driving under the influence of alcohol or drugs, according to Colonel Ann Assumpico.

Of those arrested, one was a West Warwick man who was charged with driving under the influence of alcohol or drugs after troopers recorded him allegedly traveling at speeds of over 100 miles an hour on Interstate 95 with a three-year-old child in his car.

Jarvis Williams, 34, of West Warwick, was arrested at approximately 12:10 a.m. on Saturday after troopers received multiple E-911 calls for a possible drunk driver heading south on Interstate 95 in Richmond. Troopers spotted his car allegedly speeding south on the highway.

He was charged with driving under the influence of intoxicating liquor and/or drugs BAC unknown – first offense while a child under the age 13 was present, and refusal to submit to a chemical test. The toddler was in the back seat of the car.

Williams also was issued citations for speeding; following too close; laned roadway violations; use of multiple beam lamps; no child restraint; and aggressive driving.

The Department of Children, Youth and Families was notified, and the child was turned over to the custody of his mother.

The following people were arrested for driving under the influence:

Price Alexander, age 22, of 419 Massasoit Avenue, East Providence, was arrested at approximately 2:10 a.m. Monday after he was involved in a crash on Interstate 95 in Providence. He was charged with driving under the influence of intoxicating liquor and/or drugs BAC unknown – first offense, and refusal to submit to a chemical test. 

Amy Ryan, age 55, of 14 Jefferson Street, Warwick, was arrested at approximately 10:04 p.m. Sunday after troopers saw her allegedly fail to stop at a stop sign on Wheldons Way in New Shoreham. She was charged with driving under the influence of intoxicating liquor and/or drugs BAC unknown – first offense; and refusal to submit to a chemical test; possession of Schedule I-V controlled substance (Suboxone); possession of Schedule I-V controlled substance (Clonazepam); and possession of Schedule I-V controlled substance (Restoril).  She also was cited for obedience to a stop sign.

Gary Olney, age 48, of 326 Forest Street, North Dighton, MA, was arrested at approximately 9:40 p.m. Sunday after troopers received an E-911 call for an erratic operator and subsequent crash on Interstate 95 in Hopkinton. He was charged with driving under the influence of intoxicating liquor and/or drugs, BAC .15 or greater (Phase I - .201; Phase II - .187). He also was issued citations for reasonable and prudent speeds and failure to maintain proper control of a motor vehicle.

Frank Russo, age 36, of 806 Pontiac Avenue, Cranston, was arrested at approximately 2:05 a.m. Sunday after a motor vehicle stop on Interstate 95 in Warwick. He was charged with driving under the influence of intoxicating liquor and/or drugs BAC unknown – first offense; and refusal to submit to a chemical test. 

Justin Chase, age 24, of 79 Palace Avenue, Warwick, was arrested at approximately 12:15 a.m. Sunday after he was involved in a crash on Route 37 in Cranston, where his car struck a guardrail. He was charged with driving under the influence of intoxicating liquor and/or drugs BAC unknown – first offense; and refusal to submit to a chemical test.  He also was cited for failure to maintain proper control of a motor vehicle; duty in accident resulting in damage to highway fixtures; operating a motor vehicle without evidence of insurance; and presence of an alcoholic beverage while operating a motor vehicle.

Allen R. Peabody IV, age 37, of 7 Howe Street, North Providence, was arrested at approximately 6:45 p.m. Saturday after troopers were called to check on a motorist slumped over the wheel in the breakdown lane on Interstate 95. He was charged with driving under the influence of intoxicating liquor and/or drugs, BAC .15 or greater (Phase I - .165; Phase II - .174).

Gary Pucino, age 58, of 940 Quaker Lane, Apt. #3123, Warwick, was arrested at approximately 12:35 a.m. on Saturday after a motor vehicle stop on Interstate 95 in West Warwick. He was charged with driving under the influence of intoxicating liquor and/or drugs BAC unknown – first offense; and refusal to submit to a chemical test.  He also was issued citations for no turn signal and laned roadway violations.

Jesse Smith, age 29, of 11 Bowen Street, Johnston, was arrested at approximately 12:20 a.m. on Saturday after troopers received an E-911 call for an erratic operator on Route 6 in Providence. Smith was charged with driving under the influence of intoxicating liquor and/or drugs, BAC .15 or greater (Phase I - .184; Phase II - .184).

Memorial Day Weekend Statistics

The nine DUI arrests made this past weekend are nearly twice as many as last year, when five people were charged with driving under the influence over the Memorial Day holiday weekend.

Troopers also investigated 52 motor vehicle crashes from Friday through Monday – a decrease of nearly 30 percent from the 73 crashes investigated over the Memorial Day holiday weekend last year. No serious injuries or fatalities were reported in either period.

In addition, troopers issued 439 citations for a variety of motor vehicle violations, which represents an increase of 17 percent over last year, when 364 citations were issued.
