NEW: Truck Tolls May Still be in the Budget

The truck toll plan of the Raimondo Administration that GoLocalProv broke nearly three weeks ago is being reported as being dead for this year’s budget.  But, according to House Speaker Nicholas Mattiello’s Press Secretary Larry Berman, no final decision has been made. In fact, Berman tells GoLocal that the Speaker has more questions about the structure and the potential revenue, but has not ruled anything out — including creating a budget article to implement the truck tolling system.

Speaker Mattiello appeared at Governor Raimondo’s press conference announcing the plan to charge tolls on a wide range of trucks, but opposition from the trucking industry has been mounting and the Raimondo administration has signaled that the number of classes of commercial trucks that would be included will be narrowed.

This truck toll proposal is the cornerstone of Raimondo’s funding plan for infrastructure financing and is expected to generate enough annual revenue - approximately $40 million per year — to support a $750 million revenue bond.

"My understanding is it's not in the budget. The Governor clearly has a lot of work to do. Rhode Island certainly needs it, we need improvements [to] roads and bridges, no one pays attention until we're at the breaking point,“ said Representative Deb Ruggiero, Deputy Majority Leader and Chairwoman, House Finance Subcommittees - Environment/Transportation. Her subcommittee has jurisdiction over the proposed financing scheme.

"I'm not closing the door on it. They've got some work to do around it. It's a great concept, we need to do it, there's no doubt we need it. However is this the [proposal]? There needs to be some drilling down. Lots of trucks cause damage, for instance."

Asked if the Speaker's office hadn't ruled it out being in the budget, Ruggiero said the following. 

"Again, time will tell....it's all in the details, but they need to drill down a lot more, and look at the business impact especially. It was changing up to the very last minute."
