Candidate for Carnevale Seat Name-Dropped Police Chiefs, Demanded Officers Name at Traffic Stop

A candidate for embattled Representative John Carnevale’s seat name-dropped her relationship with Providence Chief of Police Colonel Hugh Clements and Public Safety Commissioner Steven Pare at a traffic stop, according to an officer's report in records obtained by GoLocalProv.com. 

A Providence police report from November 23, 2015 by Patrolman Frank Furtado shows that Lisa Scorpio, who is running for State Representative in District 13, was pulled over on Washington Street for not having a front registration plate — and that Scorpio said she was "good friends" with Clements and Pare, and asked for the officer’s name.

The revelation comes following Carnevale’s unsuccessful attempt to show he lived at his district address by asking the police to issue a parking tickets to “prove” it was his primary residence, as WPRI first reported. In July, Carnevale was found ineligible to run at the address he had been using by the Board of Licenses.

Scorpio Incident 

Furtado wrote of the incident with Scorpio, after pulling her over and finding she had a suspended license, was operating on an expired license, and was operating without insurance. 

“Scorpio at this point told Ptlm. Furtado that she was on the Providence Police advisory board. Scorpio told Ptlm. Furtado that she was good friends with Colonel Clements and Commissioner Pare. Scorpio then asked Ptlm. Furtado what “name” she can use to help her with “this.” Ptlm. Furtado advised Scorpio that there was no “name” she can use to help her with “this.”

"It's broke people's problems," Scorpio told GoLocal of the incident on Friday. "I had a suspended license because I couldn't afford insurance. It's all been taken care of now, my license is up-to-date."

As for using Clements and Pare's names with the officer - and asking for the officer's name -- Scorpio refuted the report.   

"I never said that," said Scorpio

Scorpio was issued a summons for display of plates, as well as for operating on an expired registration and operating without insurance. Court records show that since 2011, Scorpio has been charged with six misdemeanors for operating on a suspended license, and owes over $1000 in court fines. 

A Providence school administrator and Leadership RI alum, Scorpio is the endorsed Progressive Democrat in the race.

2010 Candidate Run-In

In 2010, GoLocalProv reported that then-Attorney General candidate Stephen Archambault had gotten into an altercation with a law enforcement officer during a routine traffic stop in 2008.

GoLocal wrote:

According to the report, Archambault launched into an expletive-ridden tirade about how the officer had no jurisdiction to pull him over and was risking his career by doing so.

“This is not worth f—ing up your career over,” Archambault told Officer Adam Hill during the roadside altercation, according to the incident report on the April 22 stop. “You have no idea who you’re talking to. You picked the wrong guy to pull over.”

Archambault—for reasons that are not clear in the report—mentioned that he had a pilot’s license, a master scuba diver certification, and 4th-degree black belt.

He then informed the officer that, “I will be running for Attorney General for the State of RI in 2010 with the full backing of the state Democratic Party, and I will win!” according to the report.

Archambault did not formally announce his run for Attorney General until about a year later. And he ended up not winning the state party endorsement this summer.
