Councilman Jennings Calls for Resignation of Board of Licenses Chair Pichardo

Councilman Wilbur Jennings has called for the immediate resignation of Providence Board of Licenses Chair Juan Pichardo in order to implement the recommendations contained in an independent review commissioned by the City Council. 

“Chairman Pichardo is not qualified to carry out the reforms that the Board of Licenses urgently needs. I call on Mayor Elorza to ask for his immediate resignation so that a suitable replacement can be appointed to carry out the necessary changes proposed in Attorney General Pine’s report,” said Councilman Jennings. 

The Review

The review was conducted by former Attorney General Jeffrey Pine, and presented to the City Council as part of its September 15 meeting. 

The 13-page report concluded that “the current status of the operation of this Board is substandard in many areas and the citizens of Providence deserve a substantially better performance from this important entity,” and that "these issues require immediate attention.”

Recommendations 

The report also recommends new qualifications for the Board Chair, namely that she or he have a legal background, not be an elected official and have greater supervisory responsibilities. 

The report also contained an extensive list of changes to improve the Board's operations.
