Gencarella: Rhode Island - The Rule of Lawlessness

It Costs You Money.

We all know that RI is a sanctuary state, however very few people have vocalized their opposition to this as strongly as they did to the proposed move of the Pawtucket Red Sox Stadium.  Yet, according to Terry Gorman of RIILE (Rhodes Islanders for Immigration Law Enforcement, the cost of illegal aliens in RI is estimated to be about $300 million a year, significantly more than the Stadium would have cost Rhode Islanders.

Now, in addition to diverting your tax dollars from road and bridge repair to instead pay for healthcare (a major cost component), housing, food and pre-K through grade12 education for illegal aliens, and, on the heels of the former Governor providing for in-state college tuition, our current Governor wants drivers’ licenses for illegals.  Both of these actions, according to Mr. Gorman, are in violation of Federal Law 8 USC 1324, Aiding and Abetting Illegal Aliens.

She Told You She Would.

Raimondo’s push for driver’s licenses for illegal aliens should come as no surprise as it was part of her 2014 campaign platform. But if she’s intent on breaking federal law, shouldn’t your representatives in the General Assembly have a say?  Shouldn’t those representatives be on record for their position when it comes to creating more incentives for illegal immigration into RI?   

It is clear that Raimondo’s platform is a continuation of Chafee’s when it comes to illegal aliens, but now we see that her tactics may be the same as well.  Raimondo is considering pushing her agenda through with an Executive Order, an end run around of the General Assembly.

He Hasn’t Told You He Wouldn’t.

Speaker Mattiello has suggested that the Governor should allow the issue to be handled through the “transparency” of the legislative process.  But, aside from his warning to Governor Raimondo, he has not offered his position on the issue (which has been presented to the General Assembly for years now), nor has he given any indication that he would take legislative action negating her Executive Order.

We Don’t Need A Crystal Ball.

It is not as if we can’t project the outcome of providing driver’s licenses to illegal aliens. A recent GoLocalProv article reports that 12 states and the District of Columbia have done so in the past few years, the bulk of them in just the past two years. But these states are now beginning to dial it back.

New Mexico was the first state to provide these licenses back in 2003. But America’s first Latina Governor and descendant of Mexican immigrants, Susana Martinez, has been fighting to repeal it since she took office in 2011. Failed attempts to repeal the law have at least led to a crackdown on the associated fraud in obtaining these licenses through falsified documents.  According to a recent Fox article, as a result of the crackdown on fraud, issuance of licenses for illegal aliens fell 70% last year from its all time high in 2010! (On this point, consider RI’s track record for cracking down on fraud, waste and abuse in any of its government systems.)  

While the New Mexican taxpayers were told the same thing that Rhode Island taxpayers have been told - that it would increase the number of insured drivers - Martinez has stated more than once that the issuance of these driver’s licenses has done nothing but create a cottage criminal industry.  Illegals from other states pay as much as $2,000 for an illegally obtained license from New Mexico.  Criminal rings have actually formed (and been indicted) to create multi-state license distribution schemes.  This is highlighted by the fact that while more than 100,000 licenses have been issued to illegal aliens, only 17,000 have filed a state income tax return!  

In Colorado, where illegal aliens can legally obtain driver’s licenses, legislators defunded the DMV making it nearly impossible to actually get these driver’s licenses.

The legislature in the blue state of Oregon passed driver’s licenses for illegals in 2014. As a result of a voter initiative, that same November, Oregonians voted overwhelmingly, 67 to 33, to reject it. Unfortunately, Rhode Islanders don’t have the option of voter initiative, but it is certainly an issue Speaker Mattiello could put on the ballot in next year’s election.

Of course, the actual cost to implement driver’s licenses should be mentioned.  In California, it is estimated that it will cost between $140 and $220 million over the next three years.  The application fee revenue is expected to be $50 million over the same time period.  As usual, that means the taxpayer picks up the difference, which, in California’s case, looks to be about $90 to $170 million.  

Will The RI Taxpayer Lose Again?

In RI, according to Mr. Gorman, the DMV has estimated that between 18,000 and 25,000 illegal aliens will be eligible to apply for licenses.  One only need look at the state’s estimates for expanded Medicaid to see how wrong they can be when predicting unchartered territory. So how many illegal aliens are actually residing in the state, because not all of them are of driving age?  

Putting the cost to the taxpayer aside, practically speaking, if illegal aliens are currently provided translators for every government interaction, how will they be able to read the road signs? Will Rhode Island drivers actually be safer?  

Our elected leaders continue to disappoint but as more and more taxpayers stand up and take action, government has started to back off.  In the past couple of years we have been witness to grassroot taxpayer uprisings and they have produced actual reversals like the Sakonnet Toll.  We have seen taxpayers take back their government when they “just said no” to the Coventry Fire Districts and we have seen taxpayer backlash when an absurd proposal like the original Pawtucket Red Sox deal was first introduced.  Just like the PawSox deal, while we don’t have voter initiative, RI taxpayers can stand up and say no to the Governor’s proposed Executive Order for driver’s licenses to illegal aliens.

And the next time Governor Raimondo speaks of “fairness and public safety," think again.  The taxpayer can expect that providing driver’s licenses to illegal aliens in Rhode Island will cost them money and will bring a cottage criminal industry to the state.  And that is neither fair nor does it provide public safety.
