NEW: Graf to Replace Bissaillon as City Council Chief of Staff

Jake Bissaillon, who has served as Providence City Council Chief of Staff since January 2011, has resigned to pursue his Juris Doctorate. He will be replaced by Yvonne J. Graf.

Bissaillon, who left the position effective January 3rd, entered Roger Williams University Law School in September.

“Jake has been a tremendous asset to the Council office, and has worked diligently to serve the needs of residents throughout the city, on behalf of Council members in every ward,” stated Solomon. “I wish him the very best in his studies, and I know that, without question, he has a bright future in public service ahead of him.”

Yvonne J. Graf will serve as Acting Chief of Staff for the duration of the Council term, which ends January 2015. Graf has worked for the Council since 2000, in various roles with increasing responsibilities, most recently as Director of Legislative Affairs and Communications. She will maintain that position while serving as Acting Chief of Staff.

“Yvonne has a proven track record working on legislation and policy initiatives, and has a high level of experience and understanding relating to Council operations,” said Solomon. “She is well-respected among Council members and staff members for her professionalism and commitment, and her background and skills will complement the responsibilities of the Chief of Staff position.”

“I am looking forward to assisting the City Council in this new capacity. The Council’s work to make Providence a thriving city for all residents—through legislation, oversight, and policy initiatives—is something I’ve been proud to offer my skills and service toward," said Graf. "I’m excited to continue this work and to help the Council implement new plans to re-energize our capital city.”

Additional changes

Solomon also announced the hiring of Marisol Garcia for the role of Director of Communications. Garcia has served as Director of Constituent Services for Congressman David N. Cicilline since 2011, managing and overseeing a wide array of constituent cases. Previously, Garcia worked for both the RI Higher Education Assistance Authority and former General Treasurer Paul Tavares as communications director.

“I am pleased to welcome Marisol to the Providence City Council Office,” said Solomon. “Her communication and constituent outreach expertise will strengthen the services and expand the level of communication we are able to provide to members of the public. She knows how to build relationships and she cares deeply about working on the local level to improve our community.”

"Marisol has been a strong leader on my constituent services team and a trusted advisor to me for over three years," said U.S. Congressman David N. Cicilline (D-RI). "Although her departure is a loss, I am confident her talent and expertise will be invaluable in her new position at the Providence City Council, and I wish her the best in her new endeavor."

The Council members’ decisions, ordinances, and resolutions affect every single resident of this city. I look forward to being part of their efforts to strengthen the city and to bring light to their initiatives in our community,” said Garcia.

Councilwoman Sabina Matos (Ward 15), who chairs the Special Committee on Healthy Communities and Women stated, “These staff changes represent the commitment of Council President Solomon and the entire Council to appoint women to leadership roles in city government.” She added, “Yvonne Graf is an advocate for Providence and a community leader in the West End, and her experience and talent as policy and legislative director have been a great benefit to the Council and the city for many years. As well, Marisol Garcia has an impressive professional background in communications and constituent services, and is a well-respected leader in the Latino community. I am thrilled that both of these talented women have been selected for these positions in the Council office.”

Graf and Garcia assumed their new responsibilities this week.
