Lindsey Named Director of Department of Business Regulation

Scottye Lindsey has been appointed as Rhode Island’s next director of the Department of Business Regulation. The announcement was made on Monday by Governor Gina Raimondo and Rhode Island Commerce Secretary Stefan Pryor. 

“I’m profoundly honored to join Gov. Raimondo’s tremendous team. Working with Secretary Pryor and the outstanding professionals at DBR, I look forward to building on the foundation established by my predecessor and continuing to make it easier to do business in the Ocean State,” said Lindsey.

Lindsey will replace Macky McCleary in this role. Raimondo named McCleary as the state’s new administrator of the Division of Public Utilities and Carriers (DPUC), effective Sept. 5, 2016.

He will begin work on November 1.

As Department of Business Regulation director, Lindsey will directly oversee the implementation of state laws mandating the regulation and licensing of designated businesses, professions and occupations, among other activities. 

“I am laser-focused on improving our businesses climate so we can help existing businesses grow and encourage new businesses to create jobs here in Rhode Island. In just the past two years, we eliminated the corporate energy sales tax, lowered the corporate minimum tax and cut the unemployment insurance tax to save businesses $30 million a year. Scottye will be a great addition to the team to support and build on these efforts, and I’m excited we are able to bring his experience back to Rhode Island,” said Raimondo. 

Lindsey is a graduate of Brown University and comes to the administration after 18 years with Deutsche Bank. At Deutsche Bank, his experience included leveraged and investment grade corporate loan portfolio monitoring, and lending assessment and approval.

“Scottye’s experience will be a tremendous asset to our team as we continue to make it easier to do business in Rhode Island,” said Commerce Secretary Stefan Pryor.

Lindsey is relocating full-time to Rhode Island and will reside in his home in Warwick.
