Narragansett Bay Exec. Director Marshall Receives Elizabeth Cutone Leadership Award

The Narragansett Bay Commission’s Executive Director Raymond Marshall received the 2016 Elizabeth A. Cutone Leadership Award from the New England Water Environment Association. 

The award is given annually since 2014 to the person who has demonstrated key executive leadership of a water, wastewater or other environmentally focused organization and through that person’s leadership made significant advances in one or more elements of the criteria.  

Marshall was presented the award at the 2017 Annual Conference and Exhibit in Boston on January 25.

Raymond Marshall 

Marshall has served as NBC Executive Director since November 2006, after serving as Deputy Director since 1992. He has provided direct management for the agency’s extensive construction activity, including Phases I & II of the $600 million Combined Sewer Overflow (CSO) project, the $65 million upgrade of the NBC’s Bucklin Point Wastewater Treatment Facility, the $60 million nitrogen reduction project at the Field’s Point Wastewater Treatment Facility, and the construction of three 1.5 MW wind turbines to provide sustainable energy for the wastewater treatment process. 

Marshall has also served on the Narragansett Bay Estuary Program Management Committee as a Rhode Island wastewater industry representative.

Marshall is President of the National Association of Clean Water Agencies since 2016 and was a member of the Board of Directors prior to becoming president.
