Commerce RI's Pryor Calls for Review of CA Developer's $3.6M Project

On Friday evening, Matt Sheaff, spokesman Commerce Corporation announced that, "as is our practice for Rebuild Rhode Island projects, Secretary Pryor has asked staff to review all aspects of the Hope Artiste Village proposal in the course of contract negotiations."

This announcement to review the $3.6 million in tax credits awarded to controversial California developer Lance Robbins comes in response to an ongoing GoLocalProv.com investigation.

On Thursday, GoLocal reported that a number of individuals involved in the approval process of the tax credits to Robbins believed the due diligence conducted by Commerce's President and COO Darin Early was insufficient and failed to properly disclose Robbins' track record in California, in other state, and in Rhode Island.

Robbins' company Urban Smart Growth on Thursday tapped a crisis communications consultant.

In addition, upwards of twenty elected officials, candidates, and state leaders leaders have come forwards urging commerce to halt the award of tax credits.

The $3.6 million was awarded to Robbins’ Pawtucket project - Hope Artiste project.  The investigative series by GoLocal has unveiled Robbins’ controversies and legal problems stretched from California to Connecticut to North Carolina, and Rhode Island.

On Friday, State Senator Leonidas Raptakis has called for the immediate halt to the $3.6 million in tax credits. He said, “I am sickened by the horrific professional history of Urban Growth Smart and I am quite dismayed that they were awarded more taxpayer money. Rather than helping out Rhode Island’s existing, and struggling, small businesses, the Commerce Corporation is giving more hard-earned taxpayer money to an organization with a national reputation of bullying small businesses and preying upon the underprivileged. This is simply not right and unacceptable.” Others raising questions about the award include Speaker of the House Nick Mattiello.

Crisis Communications

A press release issued on Friday by Bill Fischer, Robbins' new crisis communications person claimed the support of a number of individuals for the continued rehab of the mill. 

Fischer has served as the crisis communication consultant to the owner of Superman Building, the RI State Truckers, and ProvPort.

GoLocal has tried to reach Robbins more than a dozen times over the past ten plus days by email and phone with no response. On Friday, Fischer told GoLocal that there will be no opportunity to speak with Robbins.

RI Small businesses call into question Robbins' business practices

To date, a number of Rhode Island small business have come forward unveiled what they believe are bad and unethical business practices by Robbins in his operation of Hope Artiste.

According to the release, one of those urging support is Jan Brodie, the former director of the 195 Commission and who was hired earlier this year by the Pawtucket Foundation.

Brodie told GoLocal in a phone interview on Friday, “I can't speak to any different specifics of those (restaurant owners' stories). I've been a developer -- there's always two sides to every story. In older buildings, there's a lot to do.”

Michael Gazdacko — who works with Robbins at Urban Smart Growth in Rhode Island and worked with him in California -- is a member of Brodie's board according to federal tax fillings.  In California Robbins was dubbed one of the most “notorious slumlords.” Gazdacko recently ran for State Representative in Providence.

“What was going on in California seems a long time ago,  I would hope people take into account the length of time since then. That's as much as I know.. I'm delighted about this development moving forward,” said Brodie.

GoLocal reached out to a number of other individuals including Mayor Don Grebien who did not return calls regarding the controversies. Bob Billington of the Blackstone Valley Tourism Council did return calls, but never connected with this reporter.
