Ciccone Introduces Bill Calling For Driver’s Licenses For Undocumented Immigrants

Sen. Frank A. Ciccone III (D-Providence, North Providence) has introduced legislation that would allow the State DMV to issue “driving privilege licenses” and permits to undocumented immigrants.

“We want to ensure that all drivers, regardless of their immigration status, are trained, tested and insured when driving on our roads,” said Senator Ciccone. “It would also be better for our economy.”

The new legislation would still require certain documentation, such as a foreign birth certificate, or other legal documents in order to issue the driving privilege license or permit.

Also, unlike a regular driver’s license, the holder of a driving privilege license would not be able to use it for federal or state identification purposes.

Currently, 10 states and Washington, DC have laws that allow for the issuing of driving privilege licenses. They are California, Colorado, Connecticut, Illinois, Maryland, New Mexico, Nevada, Utah, Vermont and Washington.

If passed, the law would take effect on July 1, 2016.
