In December 2020, Elorza joined 10 other mayors from across the country to announce that "Mayors for a Guaranteed Income (MGI)" received a grant of $15M to launch or expand guaranteed income pilots in U.S. cities including Columbia, SC; Los Angeles, CA; Madison, WI; Pittsburgh, PA; Providence, RI; Richmond, VA; Tacoma, WA; Saint Paul, MN; and New Orleans, LA, with more cities to be announced later.

Elorza at that time joined the mayors for a press call to discuss the expansion of Mayors for Guaranteed Income (MGI) and "the rising support for guaranteed income programs across the country, the status of pilot programs and key developments in these cities since the coalition launched in June 2020."
