Former Tenants, Community Members to Protest CA Developer Getting $3.6M from RI this Saturday

Phyllis Arffa, who had owned Blaze at Robbins' Hope Artiste Village, will be at the protest on Saturday.
A protest is being held opposing the $3.6 million in state tax credits going to controversial California developer Lance Robbins. The event is being organized by small business owners and community activists on Saturday morning, from 11 a.m. to noon.

The protest, which will take place at 1005 Main Street in Pawtucket, is being organized by Pawtucket resident and community activist David Norton, and will feature former tenants of Robbins at Hope Artiste Village who have come forward with their stories of failed businesses and financial ruin at the hands of Robbins, as well as those in the public opposed to Robbins being awarded $3.6 million in tax credits from Commerce RI.

A growing group of leaders and political candidates in Rhode Island have been publicly questioning the deal between Governor Gina Raimondo, the RI Commerce Corporation, and Robbins, after he came under scrutiny in California after being reported in the Los Angeles Times and other press sources as one of Los Angles' "most notorious slumlords," he was sued in Connecticut, and has pending litigation in North Carolina .

About the Protest

"Pawtucket has been through enough with the PawSox fiasco and the closure of the Memorial Hospital Birthing Center and ICU. Why is it always Pawtucket that gets abused? From Larry Lucchino (PawSox) to Dennis Keefe (Memorial hospital) to this slumlord, Pawtucket lacks any sort of defense against the governor and state house leaders allowing wealthy individuals to come in and ravage our local economy and suck every last dime out of our struggling community," wrote Norton on the Facebook event page

Phyllis Arffa, who had moved her restaurant Blaze to HAV only to have Robbins threaten to bankrupt her, said she will be in attendance Saturday.

"I support small business in Rhode Island and this guy is not small business -- and he's getting millions of dollars," said Arffa. "And he's hiding in the shadows."

Rosinha Benros, who had opened the restaurant Rosinha's at Hope Artiste Village only to have it close, has confirmed she will be in attendance.

Questioning Success

Norton, who helped spearhead the effort in 2015 to keep the Pawtucket Red Sox from moving to Providence, said that he questioned Robbins bringing in a crisis communications team last week to tout the success of Hope Artiste Village, after being awarded the $3.6 million from the state - and facing strong opposition. Norton hired Bill Fischer who also represents the Massachusetts developer who closed the Superman Building three years ago and is seeking tens of millions in state and federal subsidies to rehab the building.

"I think it's a terrible reaction to what's happened to small business owners at that location, it's a huge disconnect between those who are in control of the purse strings to the small business owners in Pawtucket and Rhode Island," said Norton. "They're missing the boat when they say Hope Artiste Village is a success. How are you basing that success?  People going there and paying rent?  What about those who lost $50K after a few years after upgrading the property?

"There's either a huge disconnect or something far more nefarious with the Governor's connection to Robbins or his connections to other politicians," said Norton.

Protest Information

There is a Facebook page started by Norton for the protest.

Norton added that he can also be reached at 508-977-7559 and [email protected].
