Rhode Island Gets a D+ from the Center for Public Integrity

The study examined a state's integrity across 13 methods in order to determine a state’s ranking. Rhode Island finished with a grade of “D+”, 5th out of the 50 states reviewed in the study.
Rhode Island received no grade higher than a “C+”, which it received for Ethical Enforcement Agencies, in any category. The state was scored at an “F” for Electoral Oversight.

Part of the reason for Rhode Island’s substandard rating, according to the Center of Public Integrity, is the scandal surrounding former state House speaker Gordon Fox.
"The cases reflect a seedy political culture that persists despite some improvements to transparency in recent years, such as strengthening the open records law in 2012," the study reads. "It’s no surprise, then, that Rhode Island earned a grade of D+ in the State Integrity Investigation, a data-driven assessment of state government accountability and transparency conducted by the Center for Public Integrity and Global Integrity. The state’s grade did rank it 5th best in the nation, but that speaks more to greater problems elsewhere than a tailwind of progress in the Ocean State."
