RI Health Professional Placed on Probation for Being “Impaired” With Client
According to RIDOH, Jennifer Munroe — who has worked as mental health counselor at Tides Family Service — engaged in “unprofessional conduct” under Rhode Island General Law and RIDOH regulations.
“[On] April 10, 2021, [Munroe], operating her own automobile, picked up a client at their residence and drove to a food establishment as part of her professional duties of employment. The client reportedly claimed that [Munroe] was impaired at the time of this encounter,” wrote RIDOH.

RIDOH placed Munroe on probation on January 24, 2025
“The Board acknowledges that [Munroe], of her own volition and prior to the commencement of this investigation, completed a course of Substance Use treatment,” wrote RIDOH.
“[Munroe’s] Mental Health Counselor license will be subject to a 6 month period of probation and [Munroe’s] license shall reflect the status ‘Active Probation,’” added RIDOH.
