Sides Split on Future of Granoff's Blackstone Boulevard Development

With two tie votes on the future of the plans for the much-debated Granoff property just off Blackstone Boulevard, sides are split on what the next steps might be moving forward.

Following the City Plan Commission meeting Tuesday night at which two "2-2" votes occurred -- one on a motion to accept the plan as presented and one to reject it -- both the plan supporters and plan opponents believe they will prevail.  

"I would assume it would be in the hands of the [city] law department now to decide," said Tom Moses, the lawyer for the Granoffs, who was optimistic the project would move forth as planned.  "I think it's fairly clear both motions failed, there was no decision, so they didn't decide on the application.  Roberts Rules of Order are pretty clear here."

"The city can't rule against the vote. There seems to be a gross misunderstanding of the process, and what took place," said real estate broker and consultant Sharon Steele, who is one of the neighbors opposed to the subdivision plans.  "The motion failed. Two people voted against it.  I don't know how that's open to interpretation."

Next Steps

Tuesday's meeting was a continuation of the one on November 18, which saw hundreds of opposed neighbors and Providence residents turn out to express their opinions on dividing up the historic Granoff property into 6,000 square lots.  Due to lack of quorum, the meeting had been postponed.  

"I'm not suggesting that they don't have an appeal process now, but the application failed," said Steele of the votes on Tuesday night.  "I defer to [opponent lawyer] Billy Landry, as the reality is they have the right to appeal, and I fully expect they will."

"If you heard the comments by [commission members] Bilodeau and Ryan -- their arguments were that it was evidently clearl that they in no way by doing this would comply with the comprehensive plan," said Steele.
