Trump's Win - What Does it Mean for Rhode Island?

Donald Trump's win was an unanticipated upset and in Rhode Island it was a major blow to Rhode Island's Democratic majority. Not only did Trump win, but both houses of Congress are firmly in the GOP's control.

For the Democratic power structure in Rhode Island this election is a near nightmare.

For Congressmen David Cicilline and James Langevin, they both remain in the political abyss in the House. The more moderate Langevin may be able to have input in rare occasions, but for Cicilline who is ranked as one of the most partisan members of Congress and blocked Congressional action with a sit-in, he will be firmly anointed to Siberia.

Cicilline is ranked 362 out of 435 in the House for willingness to work in a bipartisan manner (putting him in the bottom 17% of the highly fractionalized House). This ranking was developed by the Lugar Center at Georgetown University.

The United States Senate rules differ from the the House of Representatives and individual Senators have greater institutional powers, but with the Senate staying in Republican hands Jack Reed remains in the minority and is blocked from taking over the Chairmanship of the Senate Armed Services Committee.

A study of the voting records of the United States Senate for the past 11 Congresses (over 22 years) found that Rhode Island Senators Jack Reed and Sheldon Whitehouse are among the least likely to work with those across the aisle.

Of the 227 who served in the U.S. Senate over the twenty-two year span, Reed ranked #102 and Whitehouse #192 for bipartisanship. Combined the two Senators put Rhode Island as one of the most partisan states in the Senate.

Winner Takes All

The impact of the Trump win will effectt federal appointments which, will in all likelyhood, lead to the replacement of Rhode Island's U.S. Attorney - Peter Neronha. Also, the GOP sweep may lead to the slow political death of the appointment Mary S. McElroy -- the daughter of top national labor boss Ed McElroy -- from being approved by the Senate. It has been pending since January before the full Senate.

McElroy was nominated to serve as a United States District Judge of the U.S. District Court for Rhode Island. The seat was vacated by Judge Mary M. Lisi. Now, both Neronha and MxElroy as well as many other federal plums are likely to go to top Trump supporters.
